I have Adobe Acrobat Pro. You can remove encryption (Certificate or Password) by opening the encrypted PDF file with Adobe Pro, click on “Tools” upper left, Select “Protect” – middle right.

A tool bar will appear in the bottom of the upper part of Adobe. Select “Encrypt” / “Remove Security”.

This action returns the document back to a standard PDF. Now save it and you should be good to go.
