Another issue is the direct and indirect costs that are incurred when a desktop is upgraded. The new PC must be purchased, the old one disposed of, data and applications, transferred and tested, network settings configured, etc.

If a 733MHZ machine needs to upgraded 6 months sooner than a 1GHZ machine, the 1GHZ machine will have an longer useful life and is worth significantly more. And we all know that the time isn't too far away when anything below 1GHZ will need to be replaced. People think in round numbers and it's such an obvious decision point.
