If I was a UK govt regulator, I'd think about moving towards unscambling the egg if the winners are in fact so financially strapped that NO 3G system will be built in many years. As to the winners' actual financial situations, I don't really know. When releasing water into a newly built plumbing system, the water has to be let in gradually lest all kinds of perturbations occur during the initiating process. Perhaps the move to the free market system in the UK was done so quickly that undesirable unintended consequences developed. FWIW I lean heavily towards free markets vs state run systems.
