One of the major reasons that universities are unaffordable is that the federal government has put so much effort into subsidizing and supporting student loans. It doesn't ultimately improve access to the top schools -- it simply means that those who have the access graduate with massive debt.

Rent controls have a way of severely limiting market turnover and supply. When somebody has an apartment that is below market rent, they can't afford to move out.

In both cases there is naturally a limited supply. Left alone, the price will rise or fall according to the demand. Subsidize the demand and the cost will rise further. Limit the cost and the supply will retract.
