Drilling industry takes control

theithacajournal.com

July 20, 2009

For those of us who are in favor of stringent regulations governing natural gas extraction from the Marcellus Shale that underlies Tompkins County and the rest of the Southern Tier, the current news is clear and grim. The fix is in.

As reported in The Ithaca Journal ("Much at stake as DEC drafts drilling rules," July 1), top Department of Environmental Conservation officials have assured gas drilling proponents that the forthcoming new regulations will not impede drilling operations and that permits will be issued after Dec. 31. These assurances were made despite the fact that the proposed rules have not yet been published and the time for public comment has not begun to run.

At the same time, efforts at the federal level to establish uniform rules governing the hydraulic fracturing process that will be used to extract gas in our area are being stalled in Congress at the request of Colorado Gov. Bill Ritter, who acted at the behest of the natural gas industry.

Just as the banking industry now controls and directs federal government regulatory policy in that realm, Halliburton, XTO and the other big gas companies are writing the rules that will govern their exploration and extraction activities.

We who are concerned about the health, safety and environmental effects of hydraulic fracturing cannot allow that to happen.
