Yes, if there were no guns it would mean none were available to the victims. Just because there are a great number of crimes and a great number of guns doesn't mean a lot of people had access to firearms at the time a crime was committed against them. Many cities where crime is rampant have strict laws denying conceal carry or open carry of weapons.

I believe Montana has the best record on gun ownership, carry concealed or open(visible). Seems they have a lower rate of serious crimes against person per 100K population by a large %.
