Russ, MSFT maintains that they need that as all machines will after all run WIn ?? and if they do not use a legal copy they will use an illegal one. Of course with viable other options they would be unable to use that tack, and would not be able to defend the price jump.

In screwdriver shops only 20-30% of WIntels are sold with a bought OS, the rest the client takes with him and ossifies later (hey that is good!!, all WIntels machines are ossified)or walks in with an OS to put on.

Now the OS is as much as 10% of the system box cost in most low end machines. 10 years ago it was around 1% as the machines cost $5000 and dos was $50 or less. So MSFT is innfact caught in monopoly practices as the OS is the only thing that has increased in price over the years.
