SHANGHAI, Oct. 28, 1998 -- (Agence France Presse) China's government plans to introduce a fuel tax on Jan. 1 to pay for highway construction and maintenance, eliminating the current system of flat fees, the official Liberation Daily reported Wednesday. irasia.com So up until now, China had no fuel tax. Bummer! It isn't likely the entire fuel tax can be added to the price of fuel. The producer will have to pay at least some of it. Charles
