Not mostly. In fact, you clearly don't understand what Brazil did. They created an entirely different alternative to oil, so that they would be oil independent whether or not they increased domestic oil production. If oil were to disappear, Brazil would still be able to power all of their vehicles with no disruption of the economy. They are truly independent. But of course, they are no fools. They drilled for more oil, because it's a money maker with prices so high. So they are reaping duel benefits. They are powering their vehicles mostly with sugar ethanol keeping their transportation costs extremely low and they are selling their oil overseas reaping massive domestic benefits. That is exactly why Brazil's economy is booming, while ours is in a serious downturn. It is directly related to our oil dependence and their oil independence. If you don't get that, then you are seriously deluded.
