I think the political pressure to pay them would be high.

Which would leave us at business-as-usual. Those funds would have to come from new taxes, from savings from some other program, or we would be adding to the deficit/debt. Not much point in provoking a crisis if you're gonna end up at business-as-usual. Better to either stick to your guns or go with the flow from the get-go than cause a ruckus and end up where you started.
