China Not Seen Issuing More Than Six 3G
Phone Licenses

HONG KONG -- China isn't expected to issue more than six 3G mobile
licenses, an official from the Ministry of Information Industry said
Wednesday.

"China will definitely issue more than two (3G) licenses," Deputy Engineer in
Chief Shi-he Li of the Ministry of Information Industry told reporters after a
panel in the 6th CDMA Conference. "In my opinion, it shouldn't be more than
six," he said.

"Because China has to join the WTO, I believe foreign companies will get 3G
licenses too," he said.

China is considering the number of 3G licenses to issue and the method of
allocation. It also has yet to decide on which 3G system to adopt.

3G system contenders include WCDMA-backed by several European and
North American equipment makers and CDMA2000, which is being pushed
by U.S. Qualcomm Inc. (QCOM)

The local system, TD-SCDMA, or time division synchronous code division
multiple access, was developed by the Chinese Academy of
Telecommunications Technology, with the assistance of German telecoms
giant Siemens AG (SI).

TD-SCDMA test trial begins in three months and will go on for a year.
Commercial use for TD-SCDMA is expected by the end of 2002.

Siemens have invested over US$100 million on research and development on
the technology.
