I believe that all rights are inherent.

I don't.

My reading of the debates before, during, and after the adoption of the Constitution and the Bill of Rights is that most of the Founders believed that the rights of the people are inherent rights, and that the people retain the rights which have not been expressly delegated to our representative governments.

But I, like you, believe that the founders did. And that they wrote the Constitution from that perspective. And that's good enough for me.
