My first impression is are the students all English speaking-----are the illegals being counted into the results----if they are taught in our schools they likely do not speak English.

To compensate for the vast numbers of Spanish speaking people schools are now teaching Spanish rather than English to public school children who are not of Spanish rather than teach English.

My second impression is I would like to see the reading tests that are given to evaluate the students.

The other observation is the population that is being measured---that feeds back to my first impression.

Another question is are they being taught writing along with reading and spelling in public schools. If not they will not be able to read well---------they all are used together.

And, lastly some children simply do not have innate intelligence to master skills that are beyond them------i.e. the Bell Curve usually applies in measuring any classroom,

Sometimes there are simply people who can not achieve in the academic world in traditional education.
