Dusty, what you say is basically true. However, the exceptions to the rule is when a company is moving forward at a fast pace with positive PRs in a timely manner. That is when a company will do good with a RS. The situation here is that PRWT is moving leaps and bounds compared to most of the penny stocks. As the company continues to grow thru mergers, acquisitions, and alliances, as is the case now, a RS would help reduce the float. Most companies that do an RS, do it out of desperation to make the company look good, when in reality the company is in some type of financial trouble.
I'm not an expert on the subject, but have read several articles where a RS situation can be positive. John has stated no RS and I believe him. However, down the line after the company has grown, an RS option is one the company could revisit.
For the time being, I like things the way they are. PRWT has enough stock to make the future acquisitions, without having to fork over any cash.
Enough from me on this subject.
