You obviously have no clue how the database operates.... the optimizer (though sometimes flawed) is much better with every release and has been significantly better since 7.3. Secondly, the optimizer is always on - just different types of optimizer modes exist (RULE, COST, FIRST_ROWS, ....) the DBA can not just 'turn-off' the optimizer they just have to select the correct one that pertains to their application. Several items decide the proper opimized path to access data - it is the DBA's responsibility to design, configure, tune and optimize the queries that access the database. The software can only work as well as the specified database parameters, database statistics and the physical configuration of the H/W and datafiles. A good DBA must work within these confines and must know how the database will operate under different conditions.

I am working with Oracle 8.0.5 and looking forward to 8.1 - many shops are excited about this release because it contains many features that many shops have been wating for (i.e.: rebuilding tables on the fly; removing table attributes, copying database statistics from one DB to another).

As for what business Oracle should persue... Oracle is the number one DBMS provider on the server - what more do you want? Oracle has an excellant strategy; but their main focus (and customer base) is with the database server itself!
