You don't sound stupid at all! It's not been around all that long.

>>Island is an electronic commerce network (ECN) that helps
NASD member firms trade quickly and efficiently. Its easy
for firms to get on the Island network. It's fast, fair, and
open to all NASD member firms, unlike some other ECNs
we could name. Its also really cheap: executing an order
costs $1.

Simply, Island is an order limit book. Brokers place orders
onto the limit book using any island interface, like this
web site. Any other Island member can see the order, and
the entire NASD interacts with the best offer/best bid on
the Island limit book using their NASDAQ level II
workstations.

The Island system was created in January, 1996 as an
alternative to NASDAQ's relatively slow and expensive
trading systems, and has been growing ever since. The
recent rule changes have only served to make Island the
ECN to be on.

They have a website. isld.com
click on quotes, and you can view the book.
