How do you get around the problems that the old Spanish Empire demonstrated?

(Despite owning the best gold and silver mines in the entire world --- through their New World lands --- the NON-gold, NON-silver owing English and Dutch far economically outstripped the Empire....)

Isn't "human capital" (education and skills of the people), expressed in an economic system that encourages invention and business, FAR more valuable then hard asset backing for the currency? (So long as growth in total money supply is never excessive, always 'moderate'.)
