Ken, that is wrong. While it has been appealed within the alotted 60 days in the 4th, the administration opposed the motion to "fast track" it.

As far as Florida goes, the administration knows full well that the 11th is very unlikely to overturn Vinson. They were stalling so to enact portions of the law that cannot easily be reversed. The strategy is to negotiate some kind of a compromise when the USSC decision against them is finally made.
