I don't know anything about a "$40 million" operation. But how could it cost that if they're only planning to extract 5,000 T a year initially? This stuff is outcropping at very high grade, and this represents only 100T a week or 20T a day say. A few backhoe loads it seems to me? With manual separation done locally and (presumably) a few pounds a week of high grade stuff to be shipped out for grading elsewhere?

Do you have a link to where they talk about $40 million?
