There aren't a lot of people who make second deals with Trump because people who have made deals with him get screwed. All his licensing deals have been with new suckers in new cities and countries, and most of them end up in court when the other parties realize Trump is screwing them. With Congress and the Senate, he doesn't have an endless pool of new people to screw, he just has the same people he has already screwed, who, to be successful, he has to try to screw again and again. That's not working out so well for Trump.
