Partial/multiple fills do not cost extra. A single order (ticket) generates only one commission regardless of partials.

As each tier of trading is met during the month, commission and data feed discounts are retroactively applied to the entire month and credits issued the following month.

A single ticket is defined as 2,000 shares or less.
Listed issues (NYSE, AMEX): all tickets greater than 2,000 shares, add 1 cent per share on any share over the original 2,000.

From the Fee summary on the MB web site.
