And that's just Chicago.

Out of those 30,000 in Chicago let's say 1% of them do things like picket the gas companies' offices or make noise at city council meetings or organize in other ways.
Governments typically define that activity as dissent.
Let's suppose that out of the 300 "dissenters" 1% of them go further and commit violence against the gas companies. Those 3 people could be defined as a terrorist cell.
