Steve, I think that curbs actually harm the markets, not help. The only curb that exists on the Nasdaq is that it will stop trading if the NYSE halts trading. For the current quarter, this would happen if the Dow dropped 1,050 points.

IMO, the curbs actually contribute to volatility, not reduce it. By preventing buy and sell programs from occurring, the NYSE eliminates an important arbitrage that keeps the futures market and the equity market linked. Without this link, the possibility that a large money manager will flood the market with sell orders increases.
