Given a plethora of choices of failed nations, should we attack all of them simultaneously in order to be consistent?

No. If the prevention of terrorism is given as a primary reason for invasion, though, it is not unreasonable to ask why we aren’t starting with the nations that are most closely linked to terror.

The assumption that attack is the first or preferable option in dealing with failed nations is an issue deserving separate consideration.
