This argument is getting downright silly. There is a simple reason that there are so few Americans getting PhDs in engineering, in 2003 the average starting salary for a Chemical Engineer with a BS/BA was $52,000/yr. ($55,000/yr for a MS). The average Post Doc at a university probably starts with a salary of $30,000 and the average assistant professor starts around $55,000. This means the people getting PhDs are Americans who absolutely love research, or foreign nationals who have educational visas and have to continue education - or go home.
