A Washington Post story titled, “Bolton Office E-Mails Spotlight Tensions,” proves not that Bolton was a bully, but that he was behind enemy lines. In 2002, the CIA determined that China’s export controls were deficient. Bolton signed off on the assessment, and it was supposed to go in that form to the 7th Floor at State. It didn’t.

Without the permission of Bolton–their boss–State’s intel bureau attached a cover sheet claiming that China had made progess with its export controls. This is clear insubordination–and it happened all the time. In any other workplace, insubordination is grounds for termination. Not at State. No, Armitage actively encouraged and rewarded such behavior–as long as it was directed against Bolton.
