Ok, I knew I'd forget some things. Seem to remember a query as to Tom and Anand and why I considered them overclockers. Well take Tom and his Overclockers Guide. Or an Anand preliminary review where the primary ingredient is how good/bad a mobo is for OC. A little reading on their sites will bring most to a similar conclusion.

When Pentiums first came out the center of the price/performance curve was the P150 with a big price delta for the P166. A modest overclock of 10% took the P150 to a P166 and saved those dollars.

It made sense back then. Also since memory was directly coupled to the system clock frequency, you got a significant boost there. This is the reason super socket seven mobos will see a much bigger performance gain (over the PII) if and when a 100 MHz bus comes out.

As to why they do it, ask them. But I guess a given segment of the population always wants to go faster. Hot rods, drag racing and the Indie 500 have been around for years.

Last point, when reading reviews on an OC site, just use some common sense balanced with reviews from other sites. Personally, stability, reliability, feature mix, construction quality and vendor install base mean more to me.
