It ought to be against GATT. Unfortunately since most the WTO countries are doing it there is no way the court would ever rule against what is clearly illegal. It is also morally wrong. If you think about it, it's no different from any other trade restriction, practiced by nations with "Single Player" (no typo) healthcare systems. In effect, they say - "I get mine at production cost, and screw everyone else".
