Talk is cheap. We'll see if any of this so-called "increase" makes it across the pond (and if it does, whether the Chinese sovereign wealth funds lock it up immediately). Might give a short term boost to refiners though.

Of course no harm in announcing it and then doing nothing, is there? No one would know for a few months anyway, and by then they'll be looking at a lame duck administration here.
