That is an unfair comparison, because in the first six years of Bush's presidency he had a rubber stamp republican Senate and House. It is only in the last 6 or 7 months of Bush's term that the legislative branch has gotten it's head out of it's collective ass.

Also J F Shepard's point about signing statements is also totally relevant. He feels he can just pick and choose which laws he will follow like a box of chocolates.
