Again, like Bill, you are giving anecdotal evidence while I am quoting international crime statistics. I don't care whether we discuss the topic of America's incarceration rates compared to other countries or not, but if we are going to, your brother-in-law's impressions are totally irrelevant.

America is like a prison for its underclass, unlike the "better" western European countries that do manage to do a better job of keeping most people middle class with good education and opportunities, treating drug problems, and with their better sex education, ensuring that fewer teenaged girls become pregnant, etc. I don't know what the specific stories were of the people your relative encountered, but other countries are doing a better job of rehabilitating criminals, and not creating a criminal class in the first place.
