Great quote. If a city has one fire a year it still needs to fund the fire department every month of the year. If it has 100 fires to fight per month it more resources than the department that has one per year. If it fights 1000 fires a month the government of the people is more than happy to pay them even more.

What happens when that fire department fights 1000 fires a month and taxes are not raised but instead cut so that debt is created? Debt from not increasing funding and debt from tax cuts? Fiscal insanity ensues.
