They called this a "tentative offer". This could mean anything.
Again, irresponsible journalism.

I know what really happened. "One person" told me the following:

Case and Armstrong were on the golf course and Armstrong asked Case if he was still being hounded by investment bankers to which Case replied that he was not but had always
wondered if ATT would indeed make an offer to buy AOL. Case
added that the offer would have to be well above whatever
the market cap was at the time (it was about 14.8 B at the
time of this conversation). Armstrong then asked "Steve would
you sell out?" Case replied "Nah, you know me Mike". The caddy
who is the second cousin of my wife's spinster aunt who
still resides in Brighton, UK heard this and the story spread.
Please don't tell anybody I told you this as my wife was sworn
to secrecy and was not even supposed to tell me
