Some thoughts.

Speaking as their customer Verizon would charge you for each time you turn on and off your phone if they thought they could get away with it. It would be a tug of war between Apple and Verizon on the app profit source.

You buy a phone and buy ringtones games etc. Then you upgrade to a new phone and need to repurchase them ( they don't transfer do they ) So segmentation in Android realm is not as bad as it seems if customers put up with it as they do with ringtones and games. Apple is good in that you keep your "purchases".

I could see Verizon having their own app store for Android and still having iPhone with it's own Apple app store. If both sided can negotiate the aforementioned tug of war.
