JERUSALEM – The Palestinians are inching toward a cease-fire that could prove more durable than previous attempts if it leads to an easing of measures Israel has used to punish and prevent Palestinian attacks.

This is an editorial comment, not reporting of fact. It presumes that Palestinians would respond to Israeli easings of checkpoints, etc. with mutual restraint. The evidence of history suggests otherwise, esp. for Hamas et. al. Their response to previous attempts at Israeli rolling withdrawals was to send suicide bombers to Israel from the area that Israel pulled back from.
