Of course you are right in that sense. But ultimately, if it didn't matter, wannabe mining firms would perform their own COC work and say
"it's good, trust me". that's why COC work should be done by a 3rd party with no financial interest in the outcome. Hewlett does not fit into that category in even a remote fashion. JMHO
