States are governments. The distinction is salient. State government command and control does not present the same problems. For one, their influence is limited to a single state, one that can be compared to other states. This provides a brake and limits the scope of impact. And they are closer to the people so the people can more easily be heard. Finally, if worse comes to worse, you can always move to another state.
