just as the new DHS chief Michael Chertoff has announced a top-to-bottom total review of operations. Thank God. DHS was initially staffed with administrators, bean counters and procurement folks. That was fine to get a new organization staffed, financed and equipped. Now all of those folks need to be kicked down a notch or two so we can get experienced operators at the highest levels to run operations. As someone else so wisely stated, "DHS is constantly fighting the last battle." They spend some 80% of their budget on a complicated airline security program that is full of holes. They need some folks with vision who can see where the action is likely to take place next and move to defend against it. We don't have to defend Pearl Harbor against attack by the Japanese Navy, yet that has been the DHS approach to security. uw
