Though Dad would pardon Junior for any federal crimes, he can't pardon him for anything the state of NY brings against him. NY's AG will have whatever Mueller has. Also if Dad pardons Junior, he'd lose Fifth Amendment protection and could be made to testify against the rest of the family or face contempt charges. Fleeing to Mother Russia would be a way out.
