if he needs five hours to brief president , it would tell me how out of touch this guy is on what is going on in his department.. not that he doesn't have time to do anything.

My experiences in taking over several departments in a terrible mess was getting into details on various projects on a daily basis.. no way close to the size of cia but if you are to correct problems and they may start with your direct reports you need to get briefed on daily matters. You need to ask detail questions, probe, see what answers you get back.

I expect if his brief on going continues for five hours daily he may not be qualified for the position or problems are greater than we even thought. No telling how much he learns going through the prep briefing and what actions this may result in each day from him.

Of course he has another 19 hours to get into more details. g
