The wild horse issue is a real conundrum for the government. Horses are invaders, like weeds, in the habitat of deer, elk, wild desert sheep, and any number of wildlife species. If you deal with the horses, you're in trouble with horse people. If you don't deal with the horses, you're in trouble with the wildlife and ecology people.

The government tries to find homes for mustangs, but there aren't enough to go around.

Sometimes you just can't win. The amount of money wasted on insoluble problems is prodigious. I'm glad I'm only paying my share of the bill.
