As I read the statute, the people who are liable are the ones who work for the federal government, not Novak. I assume Novak won't tell.

As I said earlier, Bush won't circle the wagons on this because he doesn't like leaks, but whether anybody can figure out the source, who knows?

As for the harm, I agree, there doesn't appear to be any actual harm involved here. The woman works in the DC metro area, not undercover.
