I don't think you can blame the parents completely. In order to buy a house in many areas of California, unless you have a very good job, you need two spouses working- and two working spouses tend to be pretty burned out after work. Sadly, things are no longer as they were when I was a child, and one working parent (usually dad) could easily support the family- leaving squadrons of moms manning the homes and streets to supervise children. Now mom works, and may or may not have the money to put junior in day care- if not, then junior is a latchkey kid, with no supervision, and very little structure.

Whose fault is it? Who do you blame for economic pressures on the family? I don't know. It would be easy to blame the parents, but I'm not sure it really works.
