RE: conspiracy against the United States

Actually, the complaint states that because of their tax fraud and failure to register as a foreign lobbyist they "conspired to defraud the United States", which is quite different than the implication you bolded above. This is a blanket charge of impeding, impairing, obstructing, and defeating the lawful governmental functions of a government agency, namely the Department of Justice and the Department of the Treasury.
