I believe IBM feels they are 18 months ahead primarily because of the maturity of the SOI device model. For a non fully depleted SOI design, you must have an SOI device model which accurately predicts floating body effects. This is certainly non trivial and requires considerable effort. I believe IBM has done a remarkably good job on the SOI device model. From a pure processing point of view, most of the players have SOI processes. (IBM/Motorola (I've heard of SOI Athlons)/Intel/Samsung/etc.)
