Dear Scumbria:

It was the Republicans in the House and the Senate that reduced spending that caused the quick shrinkage in the annual government debt. Clinton's policies would have spent the increased revenues to keep the > $200 Billion per year debts running. Government responsibilities have always rested in Congress rather than the President as far as spending goes. This has been a fallacy for many years. It was the Democratic House and Senate that ran up the debt in the 80's due to their refusal to restrict spending to what the government took in (Defense is required by the Constitution).
