Of course NT and 95 are going to merge . . . someday.

The point is that, right now, Microsoft has a huge installed base of DOS and 3.X users who will not be able to run the latest software (unless they buy that thing based on Citrix technology that lets them do it -- note by the way, Ballmer was quick to point out how slowly the new apps will run under this system, the very same criticism they make of Java -- isn't the Citrix thing performing the functions of a Java virtual machine by giving Microsoft apps cross-platform functionality? -- but I digress). These people are not all going to want to or be able to upgrade to the latest and greatest Microsoft has to offer, and this offers Netscape and others an opportunity to sell cross-platform functionality. Who needs to upgrade an OS when you can slap a browser on top for one-tenth the cost and go right on working?

Furthermore, you can't run the same OS on a palm-top that you can on a mainframe or even a PC. You need an OS that is optimized for each platform you want to cover. So Microsoft has a dilemma -- they can try to make everything the same and risk losing markets to competitors who build products optimized for each specific platform, or they can come out with a whole bunch of different flavors of Windows for all the different platforms thay want to domina ... errr, I mean, service, and have to deal with cross-platform compatibility issues. True, those different flavors will some have common features and compatibilities. A cardfile rolodex program will probably work as well on a palmtop as it does on a mainframe. But there are inherently going to be a lot of incompatibilities, just like there are with Unix today.
