Hillary and Obama did try to appease Putin. Absolutely. But the Magnitsky Act (2012) hurt him and his cronies and Hillary and Obama couldn't get rid of it for him. She tried. But failed.

So Putin needed a more effective puppet. Sleazy Disloyal Donald filled the bill. Unfortunately, he over played his hand, Trump acted too much like a puppet, and Congress overwhelmingly took Putin's Puppet's ability to lift sanctions away (The votes were 98-2 and 419-3. That overwhelming vote showed that everyone in Congress KNEW TRUMP IS A DISLOYAL PUPPET.)
