LIAR. Carter helped end the Cold War by breaking down barriers. Then Gorby got in and Reagan got lucky. Gorby and his supporters ended the Cold War, but it would not have been done without Carter's common sense diplomacy on SALT talks. The Shah fell because he represented the top 2% of the country and no one else. Kind of like Bush-Cheney. Eventually that catches up to you. Carter was helpless to save the Shah. Besides, he was dying of cancer at the time.
