Of course interest rates don't. And as you know, my view was that Uncle Alan should have left things well enough alone. But market reaction over the next months isn't something he can control, except by reversing, and he won't do that unless there really is a crash, as it would make it look as if he'd been wrong, and therefore incompetent, and so would damage the credibility of the Fed itself. There were in fact those who before Tuesday's decision were saying that after all the yakking he and other board members had done, they were more or less forced to raise rates or they'd have looked silly.

Just one more reason, in my view, why they should not comment on this stuff in advance: it can rob them of the ability to make decisions appropriate to the moment in which decisions must be made.

And oh yeah, I bet the other G7 guys are plenty pissed off, though they're pretending it doesn't matter. But I'd also guess that Unk's keeping them informed, and trying to smooth things over.
